The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are released from multiple capitals. Immense energy is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From observation points, defense planes that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the approaching threat won't cause damage this time, preventing destruction from devastation and further power outages.

Persistent Threats

Not long after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the morning news: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unrealistic to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its favour.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
